Division of General Office

To assist the leaders of the department with the administration and coordination of routine work of the department. To be responsible for the work related to secretary, confidentiality, the protection of secret information, petition letter, supervision, information, publicity, archives, reception, security, office automation, conference arrangements, and drafting general documents. To take charge of the financial work of the department, coordinate and administer the service center, information center and resident representative offices of the department.

Division of Law and Regulation Research

To study and work out development strategies and policies for the foreign trade and economy of Shandong province. To investigate and study important issues arising in the course of the foreign economic and trade development and put forward suggestions for the promotion thereof. To study and formulate plans of reforms of the foreign economic and trade administrative organs of Shandong province. To organize the drafting of provincial laws, regulations and stipulations. To organize and initiate publicity campaigns to promote the knowledge of laws and regulations concerning foreign trade and economy. To be in charge of the hearing for administrative reconsideration and penalties. To participate in the negotiations of important projects, work out and review the relevant agreements and contracts. To guide and coordinate the handling of the claims lodged by foreign investors and Shandong exporter in responding to anti-dumping, countervailing and other investigations initiated by foreign countries.

Division of Planning and Finance

To formulate and compile mid-term and long-term plans for the foreign trade and economy of Shandong province, work out annual goals of import and export and plans for adjusting the commodity mix of import and export and guide and coordinate the export of agricultural by-products of Shandong province. To guide and coordinate the work of finance, accounting and internal auditing of the foreign trade and economy of Shandong province. To administer all the capitals and funds for the foreign trade and economy. To administer the state-owned assets of the department and its affiliated units. To take statistics, compile and analyze trading volume of the foreign trade and economy. To provide guidance to reforms carried out in the state-owned enterprises engaging in foreign trade and economy.

Division of Foreign Trade Development & Processing Trade

To draft development strategies for diversified international markets. To coordinate and administer the import/export and processing trade of Shandong province. To review and approve the processing trade under its jurisdiction and analyze the development thereof. To study and popularize various new trade modalities. To verify, report to the concerned national authority and register the right of all the enterprises of Shandong province to engage in foreign trade. To verify and report to the concerned national authority the qualifications of enterprises engaging in international forwarding business, grant and review annually the certificate of qualification of import and export enterprises. To guide and coordinate related enterprises participating in the above-mentioned activities held overseas. To examine, approve and administer the resident representative offices set up by business people from foreign countries, Hong Kong, Macao and Taiwan. To contact foreign Business Chambers of Import and Export.

Foreign Trade Management Division

To implement national policies of foreign trade, coordinate and administer the operational order of foreign trade and economy of Shandong province. To administer, implement import and export quota bidding policies, and administer plans of import quotas with competent authority. To verify and report to the concerned authority the right qualification for enterprises to engage in the export of specific commodities. To administer and implement the strategy of developing well-known brand of export commodities. 

Division of Scientific and Technological Development and Technological Import and Export

To research and work out mid-term and long-term plans of trade of technology, policies and measures of trade of technology with foreign countries. To administer and coordinate the import and export of technology, the export of complete plant and new and high-tech products. To be responsible for the administration of the introduction of technology, the import of equipments and international bidding. To examine and approve the contracts related to the trade of technology, which are within the stipulated quota. To sort out and arrange the centralized administration of the export of technologies under export restriction and prohibition and re-export of introduced technologies from abroad. To report to the concerned national authority for the allocation of China’s development fund of foreign trade.  To be responsible for the scientific and technological development, technological progress, the quality of export commodities, the application of information technology, standardization and so on in the foreign trade and economy.

Foreign Investment Promotion Division

To study, work out the development plan and policies for attracting foreign investment, and administer the implementation thereof. To guide and administer the promotion of foreign investment. To compile the key projects for foreign investment and release the information with competent authority thereof in accordance with the national industry policies. To coordinate, direct major investment promotion activities at home and abroad, and take part in the negotiations of key projects.

Foreign Investment Management Division

To implement national policies and regulations related to the attraction of foreign investment. To submit for approval or examine and approve foreign-funded projects with competent authority, to submit for approval projects of foreign-invested enterprises and their branches with limited amount of investment, under investment restriction and concerning the management of quota permit. To examine and approve the contracts and articles of association of wholly foreign-invested enterprises, Sino-foreign equity joint venture, Sino-foreign cooperative joint venture and enterprises with investment from overseas Chinese, Chinese compatriots from Hong Kong, Macao and Taiwan. To examine and verify the value of imported equipments within the total investment of foreign-invested enterprises. To supervise foreign-invested enterprises in carrying out relevant laws, statutes and contracts and coordinate the handling of relevant problems.  To confirm the designation of technologically advanced enterprises and export-oriented enterprise among foreign-funded enterprises. To direct and administer the import and export of foreign-funded enterprisesto submit for approval or examine and approve import and export quota and commodity licenses of foreign-funded enterprises. To audit the attracted foreign investment as a whole.

Division of Foreign Economic Cooperation

To study and work out mid-term and long-term plans and annual goals for the overseas project-contracting, labor cooperation and service trade of the province and their implementation. To verify, submit for approval the right of engaging in foreign economic and technological cooperation and examine and approve labor export. To examine and approve overseas project-contracting, labor cooperation, designing and consulting and verify annually the licenses to engage in the above-mentioned business. To coordinate and administer bilateral economic and technological projects and free aid projects sponsored by international non-governmental organizations. To verify and submit for approval the set-up of the training organizations for overseas labor service.

Development Zone Management Division

To study and work out development strategies, policies and measures of economic and technological development zone, export-oriented processing zone, bonded zone of Shandong province with competent authority.  To verify and submit for approval the establishment of development zones of state-level and provincial level. To investigate, audit and analyze the development of development zone, export-oriented processing zone, bonded zone and put forward suggestions concerned. To coordinate and guide the construction and standardized management of all kinds of development zone, export-oriented processing zone, bonded zone.

Overseas Enterprises Management Division

To carry out national polices and measures encouraging overseas investment. To study and work out development plans for overseas investment and administer the implementation thereof. To examine and approve or verify and submit for approval all kinds of overseas investment projects and overseas resident representative office, arrange the centralized management of all kinds of economic and trade enterprises set-up overseas. To push forward overseas projects of processing and assembly with materials of the Chinese enterprises, projects of resources development, and multi-national operation. To audit and analyze the production and operation of overseas enterprises. To submit for approval and administer all kinds of economic foreign-aid projects sponsored by Shandong province

Asia Division (Secretariat for Shandong-Singapore Business Council)

To carry out national policies of foreign economy and trade related with the regions and countries in Asia. To carry out general research and analysis of the economic and trade situations of these regions and countries. To coordinate bilateral and multi-lateral economic and trade relationship with the governments in these regions and countries. To study and put forward plans for the economic and trade cooperation with these regions and countries and suggestions for the attraction of foreign investment, overseas investment and market development so as to promote Shandong’s economic and trade cooperation with these regions and countries. To establish business relations with Chinese embassies and consulates in these regions and countries. To be in charge of routine work of the Secretariat for Shandong-Singapore Business Council and coordinate the work of Shandong’s resident representative offices in Singapore.

Division of American & Oceanian Affairs

To carry out national policies of foreign economy and trade related with countries in America and Oceania. To carry out general research and analysis of the economic and trade situations of the countries of this region. To coordinate bilateral and multi-lateral economic and trade relationship with the governments of the countries of this region. To study and put forward plans for the economic and trade cooperation with the countries of this region and suggestions for the attraction of foreign investment, overseas investment and market development so as to promote Shandong’s economic and trade cooperation with the countries of this region. To establish business relations with Chinese embassies and consulates of the countries of this region.

Division of European & African Affairs

To carry out national policies of foreign economy and trade related with European and African countries. To carry out general research and analysis of the economic and trade situations of the countries of this region. To coordinate bilateral and multi-lateral economic and trade relationship with the governments of the countries of this region. To study and put forward plans for the economic and trade cooperation with the countries of this region and suggestions for the attraction of foreign investment, overseas investment and market development so as to promote Shandong’s economic and trade cooperation with the countries of this region. To establish business relations with Chinese embassies and consulates of the countries of this region. To coordinate the work of Shandong’s resident representative offices in Bayern of Germany.

WTO Affairs Coordination Division

To study the rules and agreements on the Word Trade Organization and put them into practice. To collect, sort out and make notification of the move of WTO and laws and regulations of all the countries in the world. To carry out the work of publicity and training related to WTO affairs. To provide necessary consulting and service related to relevant rules and agreements on the Word Trade Organization. To set up and administer the databank of foreign economic and trade polices of Shandong province.

Division of Equitable Trade

To be in charge of the mobilization and supporting work in guiding and coordinating Shandong’s exporter in responding to the investigation of antidumping and countervailing cases and safeguard measures initiated by foreign countries. To guide and coordinate Shandong enterprises in initiating the investigation of antidumping and countervailing cases and safeguard measures concerning the imported commodities. To collect information related to trade-barriers of foreign countries faced by Shandong’s exporters in the course of export.
