6. To be responsible for the
administration and implementation of the national policies and guiding
methods concerning processing trade with competent authority, the
review and approval of business concerning processing trade under
the provincial jurisdiction and providing macro-guidance to the
work of processing trade.
7. To verify, report to concerned
national authority and register the right of all the enterprises
of Shandong province to engage in foreign trade. To report to concerned
national authority or examine, approve and administer the resident
representative offices of foreign investors and investors from Hong
Kong, Macao and Taiwan. To guide and supervise all kinds of foreign
trade seminars, expositions and exhibitions sponsored by foreign
countries. To verify and report to concerned national authority
the qualifications of the enterprises engaging in international
forwarding business.
8. To study and formulate the
planning and development policies governing the economic and technological
development zones, export-oriented processing zone, bonded zone.
To be in charge of providing guidance to and the administration
of the work related to the economic and technological development
zones, export-oriented processing zone, bonded zone.
9. To study and formulate plans
of carrying out reforms of foreign economic and trade administrative
organ. To guide the reform of state-owned foreign trade enterprises,
the relevant work of business chamber and association of foreign
trade and economy.
10. To execute country/region-specific
foreign economic and trade policies. To establish and develop the
bilateral and multi-lateral relations with foreign local governments
and carry out economic and trade cooperation with friendship provinces,
states or counties and international economic organizations. To
guide and administer Shandong’s economic and trade activities with
countries which have no official diplomatic relations with China.
11. To guide the build-up of
a contingent of personnel of foreign trade and economy of Shandon
province and the training and education of all kinds of specialized
talents of foreign trade and economy.
12. To carry out other work entrusted
by the provincial government of Shandong.
