Investment Environment


1.Infrastructure

Railway
Shandong Province is located in main traffic artery in east China, connecting the south and north of the country. Railways in the province extend more than 3,000 km.,and Jinan Railway Station is a key junction station in the country. In the following 5 years, electrical railways of 730 km.will be built.
Highway
The high quality highway network covers the 17 cities in Shandong Province, with a total mileage of more than 80 thousand km., including 3163 km. of expressways, which ranks the first in China in terms of mileage and quality. In the following 5 years, 555 km.of expressways will be constructed.
Airport
Shandong Province has 7 airports for passenger and cargo services. More than 300 air lines are available for services, including 21 international air lines to such countries and regions as Japan, Korea, France, Russia, H.K. and Macao. The airports of Jinan, Qingdao, Yantai and Weihai are international airports.

Seaport
There are 24 seaports in Shandong Province, with a total annual handling capacity of more than 360 million tons, serving the shipping lines to more than 140 countries and regions. Qingdao Port is one of the five largest ports in Mainland China, with an annual handling capacity of more than 180 million tons and container throughput of 6 million TEU, ranking the 5th in mainland China. In the next 5 years, 26 new berths will be built to increase the handling capacity of 70 million tons. By then, the total handling capacity of these seaports will exceed 400 million tons.
Telecommunications
By the end of 2005, stationary telephone subscribers in Shandong Province have added up to 28 million with a popularization rate of 30.5%, and mobile telephone subscribers 23.41 million, with a popularization rate of 25.5%. The networks of stationary and mobile telephone offer all cities, counties, towns and villages seamless coverage.
Internet
At present, there are about 8 million internet subscribers in Shandong Province. Access to internet is available through telephone lines, special-purpose lines or broad-band in all cities and counties.
Electric Power
The installed capacity of power plants in Shandong totals more than 37 million KW, supplying sufficient power for economic development.

2.Natural Resources

Mineral Resources
Shandong Province is rich in natural resources. Reserves of 58 mineral resources out of the 150 discovered minerals in the province rank the top 10 places in the country. Minerals with the reserves ranking the first in China include gold, sulphurite, gypsum, quartz sand for glass-making and granite for decoration; those ranking the second are diamond and magnetite; and those ranking the third include petroleum, graphite, salt, terrestrial heat and limestone. Shengli Oilfield is the second largest petroleum production base in China, and the province's crude oil production accounts for 1/3 of the country's total production. The area of stratum of coal seam in Shandong's territory is 50,000 sq. km., and the annual coal output totals 132 million tons.
Ocean Resources
Surrounded by seas on three sides and having a coastline of over 3100 km that constitutes one sixth of the country's total, Shandong Peninsula is rich in ocean resources. Its tidal-flat areas cover about 3,000 sq. km. and offshore area about 170,000 sq km., with the major fishery resources including fishes, shrimps and crabs, cephalopods, shellfishes and echinoderms, etc.

3.Industrial Supporting Ability

With a good basis, Shandong's industry is complete in range, featuring adequate supply of raw materials and spare parts as well as strong inter-supporting capability. Technical staff and skilled workers can be employed locally for most of the industrial sectors.

4.Human Resources

In Shandong Province nearly 300,000 college students annually graduate from universities and colleges, 300,000 graduates from secondary professional schools and 80,000 from skilled workers' schools, including 15,000 senior skilled workers. Further effort will be made in Shandong Province to train as more as 350,000 to 400,000 skilled workers annually, including 150,000 senior skilled workers.

5.Market Potential

In 2005, the total fixed assets investment of Shandong Province totaled 1 trillion yuan, an increase of 30% over the previous year, retail sales of social consumer goods 510 billion yuan, increasing by 14%, and per capita disposable income of township residents reached 10,680 yuan. Shandong Province is an important commodity distribution center in northern China. The market covers the whole province and part of the neighboring provinces, forming a tremendous market of 300 million people.?

6.Living Environment

Shandong boasts mild climate, traits of honesty and simplicity in local people's character, stable society, good public order, developed public facilities and complete public services and entertainment facilities in its major cities. Weihai City, a winner of UN Habitat Scroll of Honor Award in 2003, is regarded as the most suitable city for human habitation, Yantai City won China Human Settlement and Environment Award in 2004, and Qingdao City is a famous tourist city and one of top ten vigorous cities in China.
