1.Tariff
In accordance with the promises upon China's accession into WTO, as of Jan. 1st, 2006, China will further reduce the import tariff rates of more than 100 taxable items, involving such imports as edible vegetable oil, chemical materials, automobiles and the spare-parts, etc. By July 1st, 2006, tariffs for importing cars, mini-buses and go-anywhere vehicles will be reduced to 28% from the present 30%; for automobile spare parts to 10% (on average); for part of imported cosmetics to 12.8% from the present 16%; for polyethylene, polypropylene and polystyrene reduced by about 1%; and for part of research-purpose materials, such as photographic devices, telecameras, slide films, movie films, etc., to 6.5%. The general tariff rate will be reduced to 9.9%, average tariff rate for agricultural products to 15.2% and that for industrial products to 9%.

2.Import & Export Administrative Policies

3.Registration System for Foreign Trade Dealers
The new Foreign Trade Law of the People's Republic of China taking effect from July 1st, 2004 gives foreign funded ventures national treatment. The foreign funded ventures approved after July 1st, 2004 may obtain the right to engage in importation and exportation of goods and technologies after registering with local administration of industry & commerce and filing in local department of foreign trade and economic cooperation.

5.Customs Declaration Administration
Consignees importing commodities and consigner exporting commodities should declare faithfully to the Customs by submitting such bills as bill of lading, shipping documents, commercial invoice, packing list, order contract, certificate of origin, inspection and quarantine certificates, as well as tariff-bonded and tariff delaying, reducing and exempting licenses. Paper and electronic forms should be employed for going through customs declaration procedures. In addition, customs exercise inspection and supervision on entry/exit transportation tools, luggage, postal matters and other commodities as per related laws.

6.Inspection and Quarantine
Located in Qingdao, Shandong Provincial Entry-Exit Inspection & Quarantine Bureau is the authority in charge of entry/exit inspection and quarantine in Shandong Province. The bureau and its branches in Shandong are responsible for health quarantine, quarantine of animals and plants, and inspection of imported and exported goods.
