Nowadays an all-dimensional, multi-level opening pattern has appeared in Jinan. The city has established trade relations with more than 100 countries/regions around the world. 167 Jinan enterprises have set up their business in 80 countries/regions and the number of overseas trade & economic offices over 150. Many world famous companies have set up joint ventures in Jinan, the names including Panasonic, SUZUKI, Siemens, Pepsi and Volvo, etc. Jinan has set up sister relationship with many cities worldwide, including cities of Wakayama and Yamaguchi (Japan), Coventry City (UK), Sacramento (US), Regina (Canada), Capital Area of Papua New Guinea, Suwon (Korea), and Nizhny Novgorod (Russia). Exchanges and cooperation in many aspects with the outside world is growing all the time. The Jinan High-tech Industrial Development Zone (HIDZ) is among the first 27 HIDZs approved by the state. There are 11 higher education institutes, 53 province-level science research institutes and 3 national labs in the HIDZ, in which more than 10 thousand professional staff works. Since the establishment of the HIDZ, investors from 22 countries/regions have set up enterprises here, including many world famous names such as Bell from Canada, ABB from Switzerland, Panasonic, SUZUKI and Casio from Japan, etc. The volume of foreign trade of Jinan is ever growing. The export and import volume of the year was US$ 2.02 billion, 35% higher than the last year. The export volume was US$ 1.18 billion, 48% higher than last year, and for export the figure was US$ 840 million and 20.2%. The amount of foreign investment is also increasing. 170 contracts worth of US$ 710 million were signed this year, which is 40.2% higher than previous year. The actualized value is US$ 653 million, 20.6% higher than last year, among which the actual usage of foreign capital (provincial assessment standard) is US $ 447 million, an increase of 20.6% than the last year. Development is achieved in foreign cooperation on economy and technology. US$ 80 million worth of contracts were signed on labor service cooperation, which is 28.3% higher than last year; total business turnover was US$ 110 million, 22.2% higher than last year. VI. Economic Zone The planning area of the HIDZ is 22 km2, and enjoys seven supplies and one leveling with Gigabyte broadband networks, 40% of green coverage, and well-equipped accessorial facilities make the area an ideal place for the development of high-tech industries. Many specialized districts have settled here, including Qilu Software Development Park, University Technology Park, Environment Protection Park, Export & Processing Park, Biomedicine Park, Qilu Machinery Industry Park, and High-tech Business Incubator for Returned Overseas Students, Sino-Ukraine High-tech Cooperation Park, and Service Center for High-tech Business Start-up. As for the established area of the HIDZ, intensive intelligence is an outstanding feature. Thirteen higher education academies and 53 research institutes, including Shandong University, Shandong Normal University, Shandong Academy of Sciences, Shandong Academy of Agricultural Science, are located in this area, with over 10 thousand professional staff working on high-tech developments. Together with the three national labs in the HIDZ, the research institutes here annually come up with around 200 research achievements, which form a sound base for high-tech enterprises. Aiming at the commercialization, industrialization and globalization of new technologies, Jinan HIDZ now has formed high-tech enterprise groups on electronics, biomedicine, and new materials. Preferential Policies For productive enterprises the ratio is lowered to 24%. For productive enterprises running over 10
years, from the first profitable year, the enterprise income tax
is exempted for two years, and from the third to the fifth year,
the tax ratio is halved. But for enterprises engaged in exploitation
of oil, natural gas, and rare/precious metals, the tax ratio is
