V. Economic Development
On entering the 21st century, Binzhou carries out the strategy
of “catching up with the world” and expedite its steps to develop
the Yellow River Delta and of the overall construction of the
“better-off society”. With a continuous industry structure optimization,
the national economy keeps increasing with a high speed, and the
comprehensive strength is being enhanced.
GDP reached RMB 41.2 billion yuan, keeping an annual average increase
of above 16.7% and up.
The structure of three industries is adjusted to 15.5:53:31.5.
Primary and tertiary industry is the main power driving the economic
increase in Binzhou. With the improvement of the agricultural
structure, the city has realized its industrialization, commercialization,
and standardization through the construction of five major bases
with an area of 5 million mu respectively. The five bases are
cotton, vegetables, winter dates, pasture, and aquatic products;
as the construction of the base of 500,000 mu of the animal epidemic
disease free farm, green agricultural products, green food, and
organic food. A series of the agricultural food products is being
constructed, a batch of agricultural products have been attested
as the green agricultural products and green and organic food.
Aiming at “structure optimization, science and technology innovation,
and opening up to the outside world”, Binzhou has built up four
main industrial bases of textile, chemistry, machine-building,
grain and edible oil, and from which 76 key enterprises have sprung
up, thus greatly upgrading total economic amount and market competition
and improving the speed and the efficiency of the economy. Binzhou
Weiqiao Textile Groups and Binhua Chemical Groups have entered
into “China’s top 500 enterprises”. There are 20 large-scale technology-innovated
projects with a total investment value of over USD $ 100 million
and 100 of that with investment over USD $10 million. A lot of
key projects have realized regular returns on investment, and
the construction of diversified Hi-tech industry parks is becoming
a new industrial growth factor.
Non-governmental economy is vigorously flourishing, and its additional
value makes up 42% of the city’s GDP, which is a major force for
the financial increase, farmers’ income growth, and employment.
VI. Foreign Economy and Trade
Binahou has established international exchanges and economic and
trade cooperation with more than 60 countries and regions in the
world. In 2003, the import and export volume reached USD $1.38
billion, with the import volume of USD $680 million and the export
volume of USD $700 million. The approved foreign invested enterprises
accumulatively are up to 545. The actual utilized amount of a
contracted foreign capital reached USD $800 million. Up to now,
there are 360 enterprises with foreign investment, including 247
joint ventures, 27 cooperative enterprises, and 86 solely foreign-funded
enterprises.
Binahou enterprises are out on the world and have invested in
Australia, Korea, Russia, Singapore, Zambia, Equatorial Guinea,
Kenya and other countries. It has also established friendly sister
city relationship with 10 foreign cities, and 7 sister relationships
have been forged between Binzhou local colleges and hospitals
with the foreign partners.
VII. Key Investment
Key Industry: Industrial projects, hi-tech industry (electronics,
refined chemistry, new material, garments, medicine, biological
engineering and so on) agricultural products and its by-products
processing by an international standard, infrastructure construction
of urban and rural areas.
Key Fields: Along with the investment promotion in the fields
of agriculture, industry, and infrastructure, the city has put
more efforts to the investment promotion in scientific research,
education, culture, hygiene, commerce, service etc.
Key Projects: The construction of diversified economic development
zones and parks, international automobile fittings center with
piston as key items, the domestic textile Industry and garment
processing projects centered on textiles, northern extension of
Xiaoying railroad, Binzhou modern logistics center, projects of
deep processing of agricultural products and its by products ,
project of organic vegetables bases.
