Opening Up
In late 1999, Dongying city
began to enforce the strategy of “making great efforts to open
up, to invite investments and to develop”. Dongying city promises
to provide the most preferential policies, the best orders and
the top quality services of the country. Besides enjoying the
policy of the coastal economic zone for investment granted by
the province and the country, the investors also enjoy the special
preferential policies and the policy that people who invited investments
will be rewarded was worked out. Dongying Government adopted the
way of treating certain affairs with special measures towards
the key programs, and formulated special policy to give investors
special preference. Dongying government adopted the policy of
“accepting and hearing in one place, united examining and approving,
charging in one window and time-limited handling” for the key
projects, and also the policy that “once you determine to start
the project, we will go through all formalities”. At the same
time, the city strictly normalize the examination towards enterprises
and law enforcement administration in order to prevent the rights
and interests of investors from infringing, and tries its best
to ensure the rich returns of the investors so as to make them
managing easily and living comfortably in Dongying. During the
last three years, a great number of investors both from domestic
and abroad inspected and invested in Dongying, which poured in
new vitalities into the development of the city.
