V. Investment Environment
Liaocheng is an ideal place for investment with an excellent investment
environment. Approved by the People’s Government of Shandong Province,
Liaocheng Economic and Technological Development Area and Liaocheng
Export Processing Zone had been established. Liaocheng Economic
and Technological Development Area cover a total area of 72 km2,
with foreign investors from over ten countries and regions. The
Government of Shandong Province has granted Liaocheng city many
preferential polices in order to attract domestic and international
investors and set up funds. There is convenient administration
service for investors. The establishment of Customs Office and
bonded warehouse is approved. 28 preferential policies concerning
6 aspects have been worked out to provide every convenience and
priority to the registration and operation management, land requisition,
tax revenue, investment protection and service etc. Now Liaocheng
has established cooperation with around 50 countries and regions
of the world in many fields. The number of foreign invested enterprises
has come to 300 and most of them have good economic benefits with
wide prospects and privileges for the investors.
VI. Encouraged Investment Areas
Prominence is given to the development of leading, high-tech,
outgoing, and value-added programs.
The programs of Basic Industry and Infrastructure
Investment in three large programs of the basic industries is
encouraged, they are: Phase-two project of Shandong China Power
Station, the development of Liaocheng coal mines and the construction
double-tracking railway from Handan to Jinan.
Investment in water supply, gas supply and the projects of sewage
and garbage disposal is encouraged.
The development and construction of the eco-residential quarters
and villa district with advanced facilities, complete functions,
and modern accessories, and large vast of land as well as the
real estate development and construction of the old urban areas
are encouraged.
Industry Projects
Take Shifeng, Zhongtong, Shuangli and electrical cable etc, the
electro-mechanical industries as the key enterprises to develop
high-tech technology. The key development goes to mini-car, luxurious
bus, liquid-crystal displayer and digital technology, rapier loom,
rare-earth permanent magnetism material, rice and wheat combine,
fibre-pulling machine, fibre-preform, fibre-gyroscope etc the
new-type products with high tech contents, and the development
of machinery accessories is also encouraged.
As the largest production base of 360,000 ton of electrolyte
aluminum in China, investment in refinery and deep processing
of the follow-up electrolyte aluminum products with an aim to
upgrade the class-level and increase the additional value of the
products.
According to the nature of the metallurgy and building materials,
the use of the existing fine coal ash and plywood resources to
make new products is encouraged.
Encourage the involvement in the technical innovation of the
industry enterprises through a variety of forms of merger, equity
participation and transfer to increase the technological level
of the production and expand the production capability. Give priority
to the development of modern technical industry. Invest in electronics
and information technology, optical fibre and optical cable and
mechanical and electrical engineering, biological pharmacy, new
materials, high-efficient and energy-saving, environment protection,
fine chemistry and light textile industries.
Encourage the establishment of research &development center
and large-scale production and processing base.
Comprehensive Development Projects in Agriculture
Encourage the introduction of fine seeds, cultivation technology
and the technology of agricultural product processing, upgrade
the level of development in agriculture of Liaocheng, encourage
the investment in the storage, fresh-keeping and processing as
well as comprehensive utilization of agricultural products, forestry
and fruits, invest in refined agriculture, water-saving agriculture
and eco-agriculture and the projects of grain industrialization.
Encourage the investment in products of poultry and husbandry,
aquatic cultivation and processing, development of husbandry as
well as comprehensive processing of meat and milk products and
invest in social service system of agriculture.
Cooperating with the extension and efficiency increasing projects
of Quanling Paper-making and Yinhe Paper-making in Gaotang County,
encourage the investment in breeding base of Chinese white poplar,
quick-growing forest construction, agriculture tour park and forest
tourism.
Encourage the investment in projects of forestry industrialization
to carry on the deep processing of woods to make Liaocheng a production
base of the national plywood and furniture.
Devote major efforts in developing the green vegetable and fruit
and the export varieties in order to make Liaocheng one of the
large bases with publicity of green vegetable production, processing
and export.
Encourage the establishment of large production and processing
base of agriculture products and enriched fruit juice based on
the existing forestry, fruit and agriculture resources.
VII. Economic Development Zone
Liaocheng Economic Development Zone adopts the international standard.
Water supply, electricity, gas, heating and communication etc
auxiliary facilities are perfect, roads, sewerage, power supply,
communication, gas supply, heat supply, gas as well as cable TV
“nine supplies and one leveling” are realized. The water supply
center with a daily capacity of 100,000 ton provides high-quality
water source for the production and living in the Zone; the 851
branch of municipal tele-communication bureau is set up to provide
the program-controlled telephone service and the 110kv substation
can maintain a steady power supply. The standard factory workshop
is built for sale or rent, to meet with all-round requirements
of the foreign investors, the Zone can build the workshops as
per the needs of the investors and try all they can to establish
a good investment environment fit for the gathering and development
of the high-tech industry.
VIII. Living Information
Climate
Liaocheng lies in the warm temperate monsoon zone; it is semi-moist
continental climate with four distinctive seasons and enough sunshine.
The rainy season is hot summer. Liaocheng enjoys beautiful scenery.
Liaocheng is 22.8-47.8m above the sea level and mean land level
is 62.8-64.8m, the annual arid degree is 1.7-1.9.annual average
sunshine time accumulatively is 2463.0~2740.8 hours, and annual
average sunshine rate is 56-62%.The average temperature of the
whole city is 12.8-13.4。C and frost-free days are 193~201 in average,
the annual average relative humidity is 56~68%.
