V. Opening up
Laiwu actively implements the strategy of market pluralism, optimizes exported product structure and strives to expand export. In 2003, Laiwu accomplished the total US$3 billion export and import with an annual increase of 18.2% (US$195.33 million export with an increase of 17.2% and USD$104.68 million with an increase of 20.3%). Foreign Investment grows rapidly. Foreign investment contracted in 2003 was US$122.72 million (increased by 53.3% over 2002). Actualized foreign investment was US$61.58 million (increased by 119.4%).

Foreigners are encouraged to invest in fields as farming, forestry, animal husbandry, and the relevant industries; light industries; textile industries; transportation, post and telecommunication; coal industry; power industry; ferrous metallurgy; oil, petroleum and chemical industries; machine building; clamping apparatus making including that for welding, experiment, etc.; electronics industry; building materials, equipment and other nonmetallic products building; medicine industry; medical apparatus and instruments manufacturing industry; aviation and space flight industry; newly developed industry; service trade; permitted projects whose products are all exported directly.

Encouraging projects: production of 10,000 ton nano phonotic resin, SJF-metal rust inhibitor of water nature, program of non-graphite brakes, AL203 / Fe-AL ceramic composite cutting tools, production of 10 thousand ton polypropylene acryl quasi-reverse latex, dried vermicelli of polypropylene acryl of large molecular weight, high-functioned magnetic spares, high-functioned temperature and atmospheric pressure part spares for cars, technical improving program of the second-round project of contact intellectual cards, EDA9033 intellectual electric parameter data collection modules, synthetic commercial center program of Laiwu Economic Development Zone, production of high-grade clothing outside materials, manufacture line of 4 million high-grade jean clothes, bi-direction civil engineering latticed rails, the second-round project of “Laiwu Biographic City”, Lvyuan wooden and plastic products, cam shafts of auto engine, industrialization of complete equipment system of synthetic treatment urban daily rubbish, industrialization of high efficient and precision machines of pressure addition.

VI. Economic Zone
Laiwu Province-level Hi-Tech Development Zone (Economic Development Zone) covers an area of 35 square kilometers, with complete infrastructure of water, electric power, transportation, communication, radio and television, and sewage drainage, the zone is of scientific project, rational design and beautiful environment. There are several functional areas such as commercial and residential area, new material industry area, middle and small enterprises area, electronic information area, textile and other light industries area and meticulous chemical industry area with complete system of bonded warehouse of 750,000 ton reserves, containerized traffic center, customs supervise, inspection and quarantine organization. The zone is export, industrial oriented in restricted area with open operation and one-stationed service. There are already several industrial gardens like Beijing Huiyuan Industrial Garden, Shanghai Bright Pearl Industrial Garden, Korea Industrial Garden, Taiwan Industrial Garden and American Global Auto Fitting Industrial Garden etc.

VII. Relevant Service
Investment Service Center
Established by Municipal Party Committee and Municipal Government, Laiwu Investment Service Center is the centralized office for investment promotion, which deals with the procedure of examining and approving outside investment in the limited time. This center was established aiming at simplifying the procedure of examining and approving outside invested programs, increasing the efficiency of handling affairs and future improving the soft investment environment. With simplified examining and approving procedure, this center implements the system of “one-stationed opening, parallel examining and approving, time-limited handling” and provides the coordinated service to the investors. The service center is governed by Municipal Office for Foreign Investment and the whole process of examining and approving procedure is supervised by Municipal Committee for Inspecting Discipline (Municipal Inspecting Bureau). The center is composed of 28 member units, among which, 20 are permanent units, namely, Municipal Investment Promotion Office, Zone Management Committee, Municipal Committee for Inspecting Discipline (Municipal Inspecting Bureau),Municipal Family Planning Committee, Municipal Economy and Trade Committee, Municipal Building Committee, Municipal Foreign Economy and Trade Bureau, Municipal industrial and commercial Bureau, Municipal National Land Resource Bureau, Municipal Environment Protection Bureau, Municipal Public Security Bureau, Municipal Technical Inspection Bureau, Municipal Power Bureau, Municipal Telecommunication Bureau,.
