V. Economic Zone
Weihai Torch High-tech Industry Development Zone is the state-level high-tech industry development zone approved by the State Council on 6th, October 1991, jointly sponsored by the Ministry of Science and Technology, People’s Government of Shandong Province and Weihai municipal government. It lies in the west of Weihai city, with an area of 39.2 square kilometers, a coastline of 12.5 km, and a population of 115,400.

In the developing zone service agencies of law firm, accounting firm and notary office etc are fully equipped, and “one-stop ready service” for investment is all placed in one hall. In order to attract the foreign investment a activity of favoring investors is being carried out,?application?handling?procedures were simplified, the application and approval of the project is handled in all in one office manner, the 3D service on project construction, regular service on operating service and promising service by window sectors as well as official responsibility system, the application and approval by joint offices as well as the monitoring system on the application and approval are being implemented to ?attract constantly the investors home and abroad.?The planned industrial parks such as the electronic industrial zone, the Top software zone, the innovation zone of returned overseas students and Yongyou software zone etc are under construction. Weihai has raised a sum of RMB 11 million yuan seed fund and 5 million risky investments fund for scientific and technological development. There are already 400 kinds of new products are produced by the stationed enterprised, among which 51 kinds of products such as image sensor and the liver growing promoting hormone fill the blanks of the industry. 346 kinds of products were patented. The recognized high and new technological enterprises in the zone total 40, and the recognized products containing high and new technology total 95. The developing zone has accumulatively realized 193 Torch Programs, Spark Programs and scientific research programs, among which the state-level and province-level Torch Programs account for 24 and 55 kinds respectively. The zones have formed the leading IT industry such as thermo graphic printer, imaging sensor etc, the electromechanical integration industry led by mini-sized offset press, the bio-medicine industry led by IL-2, neue seite and blood separometor, and the new material industry led by carbon compound cloth and medical bio-degradable material. In addition, there are also many higher-education institutions in the zone such as Shandong University, Weihai Branch, Harbin Institute of Technology (Weihai ), Weihai college of science and technology, and Weihai Traffic Shool etc. .

VI. Investment Directions
Based on resources, industrial basis and the feature of industrial transfer of Japan and Korean manufacturing enterprises to Shandong Peninsula, Weihai city focuses on the development of five main industrial groups: (1) Transporting equipment industrial group, mainly including the manufacturing of transporting equipment, rubber products and the manufacturing of agricultural and forest machinery, with main stress on the development of shipbuilding, car and its spare and accessory parts. (2) Information Technology industrial group, mainly including communication and equipment manufacturing and instrument and meters as well as stationery manufacturing equipment. (3) Mechanical and electrical equipments industrial group, mainly including manufacturing industry of mechanical equipment, common and special machinery, electrical machinery and equipment, and also metal products. (4) Textile and light industries and clothe industrial group, mainly including garments, shoes and caps sector, textile, handicraft and sector, and leather, feathers, furs, and fiber industry, the focus will be turned on the development of carpet, shoes, fishing gear, leather-making, high quality drawnwork product, casual wear, suits, down jacket, as well as the high quality and fashionable materials such as the cotton textile, fur imitation, linnet and the “three prevention” materials, the production scale and brand will be emphasized to make Weihai the important exportation production base for carpet, fishing gear, clothes and drawnwork product in the country. (5) Food and medicine industrial group, mainly including food processing and manufacturing, beverage manufacturing, medicine manufacturing, agricultural and byproduct processing etc.
