V. Foreign Economy and Trade As one of the economical powers in North China and one of the comprehensive bases of Chinese export commodities, Yantai boasts a sound system of foreign trade. The foreign trade companies and the manufacturing enterprises with import and export rights have been up to more than 300. The number of foreign-funded enterprises that have launched import and export business has reached over 1000. The export commodities in 17 categories of 600 varieties have been sold to over 100 countries and regions in the world. In 2003, the total amount of import and export for the whole city hit USD $5.89 billion, increased by 31.6% compared to the year earlier, among which the amount of export occupies USD $3.33 billion, increased by 29.6%. Since the policies of reforms and opening were put into practice in 1984, Yantai has enlarged the fields of international economic and technological cooperation with almost 60 countries and regions, such as America, Canada, Japan, France, Germany, Hong Kong, Macao and so on. By the year 2003, Yantai has had 938 foreign-funded projects with contractual foreign capital of USD $4.01 billion and actual usage of USD $2.05 billion. When it is practicing the policy of the opening-up of 10,000 enterprises, Yantai also lays stress on building a “Big High and Foreign” pattern. Presently, Yantai has established cooperation with more than 30 well-known multinational companies and financial groups in the world, such as Mitsui, Mitsubishi, Nissho Iwai, Toyota, Denso, Korean Daewoo Motor, Dodge, French ELF, German GB, Taiwan Lien Hwa industrial Corp., Hong Kong New World, Bank of China Group, China Merchants Group and China Resources Co. Ltd. VI. Yantai Economy & Technology Development Area Yantai Economy & Technology Development Area (YEDA) is one of the first group of 14 state-level Development Areas which were approved and set up by the State Council of PRC and the construction began in March, 1985. At present, the YEDA has an area of 12 sqkm2, and 20 more sqkm2 is still under construction. YEDA has set up complete infrastructure and created a favorable investment environment. It has attracted investors from more than 24 countries and regions, such as Hong Kong, America, Korea, Japan, Singapore, Taiwan, Canada and Germany. YEDA has also fetched in a large number of advanced and large-amount-investment projects, e.g. Korean Daewoo Motor, Daewoo Heavy Industry & Machinery, automobile air-conditioning, HUF Automobile Lock, Donelly conductive glass, Zhenghai electric mask and spandex. YEDA encourages high-tech and industrial projects, projects with amount of investment above USD $3 million, and export-oriented projects. In addition, Yantai has set up 9 export processing areas, i.e. Penglai, Longkou, Laizhou, Muping, Zhaoyuan, Laiyang, Qixia, Changdao Island and Haiyang. Yantai Export Processing Zone, approved by the State Council on April this year, is one of the first 15 export processing zones in China. It carries out the system of within the boundary but out of the Customs operated in accordance with the international practices. Situated in the north of Yantai City, Yantai Export Processing Zone is connected to Yantai Harbor to the east and urban residential area to the west, facing Japan and Korea across the sea. The zone has a designed area of 4.17square kilometers in which the initial one is 3 square kilometers. The zone has a favorable location, convenient transportation, vast hinterland and great development potential. The zone has been focusing on the construction of the investment environment since its foundation. After a few years’ construction, the zone has finished the construction of all infrastructure facilities. So far, over 120,000 m2 of workshop, including 40,000 m2 of bonded warehouse. While the export processing zone focus to support export-processing enterprises, as well as the storage and transportation enterprises matched for the production enterprises. The Customers exercises new supervision modes over this area. The area also enjoys many favorable policies. Yantai High-Tech Development Zone, lying in the east part of Yantai city, began its construction in 1994. In April 1998, it was approved by the State Council as APEC Yantai Technology industry area. Since then, it has become one of the 5 international high-tech areas open to APEC, along with other four cities such as Beijing, Xi’an, Suzhou and Hefei. In December 1999, the first National Sino-Russia Hi-tech Cooperation Model Base was founded in Yantai Hi-tech Development Zone under the approval of National Technology Department. Its layout acreage is 75 square kilometers. The area has built up complete and sound infrastructure. Within it, there are many high education institutions, such as Yantai University, China Coal and Economy University. There are also over 10 scientific research institutions. It has now established the first series of high-tech projects, including LUYE Pharmaceutical and Jinlong (Yantai) DVD Electronics. With its uniquely favorable condition, the area is now the most active and potential part in Yantai’s economic development. The area encourages high-tech projects such as biology engineering, new material, fine chemistry or electronics information. VII. Encouraged Industrial Area According to the State’s industrial policy and resources Yantai Municipal government encourages investors to engage in agriculture, automobile, machinery, electronics, textile, food, medicine, chemistry, building materials, tourism, energy, traffic and infrastructure. 1). Agriculture On one hand is to introduce and breed fine breed and to develop high-yield new agricultural products, including specialized grain oil, fruit trees, vegetables, peanut and forage grass, etc, as well as good livestock and domestic fouls. On the other, is the introduction of new high-tech. The focuses are no-harm food production tech, biology engineering tech, factory breeding tech, poison-shedding and fast breeding tech, vegetable and flower soilless culture, veterinary medicine, feed addictive, feed protein resource development, drip irrigation, etc. The third is land infrastructure, including the transformation and development of barren mountain, wasteland, beachhead, the improvement of medium-and-low-yield fields, and the construction of high-quality, fast-growing vegetable, fruits based and the export processing bases. The fourth one is the further processing of agricultural products (grain, vegetable, fruit, animal husbandry, etc.), i.e. the extended processing industry of storage, preservation, drying, package, etc. 2) Energy Resources and Infrastructure Power industry such as clean coal power tech, the transformation of old power plants, and development and usage of the new high-tech energy, which is clean and no-harm is encouraged by the government. Traffic infrastructure, like the ones in Delongyan local railway, Bajiaoxiang, highway and Horsehead, is also needed. 3) Industry 1) Automobile Industry The government encourages guiding products related to cars and their accessories, such as car lock, car precision bearing, automobile electronics, gear shift cases, automobile decorations, new light materials used for car and advanced model design production tech as well as all sorts of automobile models. 2) Machinery Industry The government encourages such advanced fields as guiding products of combined machine-electrical. In machine tool industry, emphasis should be laid on the development of economical digital machine tool, digital machine tool accessories and functional parts. To develop applied digital-control tech and general air-conditioning instrument industry, emphasis should be laid on cold-producing equipment likespiral air-conditioning compressor, refrigerator container, cold-accumulating air-conditioning unit, lithium bromine air-conditioning unit vacuum frozen-drying equipment and high efficiency heat exchanger and new energy-saving boiler. In engineering machinery field, emphasis is on “four-wheels-one-belt” medium and small agricultural machinery, environmental protection machinery and equipment that can use resources synthetically and economically. 3) Electronics The government encourages the development on computer machinery, software, multi-discs tech, network tech, computer supervision system, advanced functional software and distributing control mode. Such products should be developed and studied rapidly as the Chinese processing software and new software. As for the hardware, emphasis is on the communication equipment, mainly the electrical system automatic equipment, distance control exchanger, the measuring instrument, mainly the electricity exchanger, as well as the computer hardware, mainly the keyboard. As for the household electronics, emphasis is on the big screen cover and the high degree clear color chromatin, and new electrical spare parts and new types of household electronic products. 4) Textile and Clothing Emphasis is on raw material production, the improvement on the level of wool spinning, dyeing and further processing of the final products. Such productions are encouraged as of top grade material dyeing and high-tech processing, as well as material that is synthetic super fine, easy-to-shrink, anti-static-electricity, bionic and healthy, emulate chemistry fibre as well as special fibers like aromatic hydrocarbon yarn, spandex, carbon fiber, etc. The government also encourages to develop and produce top grade clothing materials and top grade clothes, and to create famous brands of Yantai. 5) Food Industry Emphasis is on 4 series of products: first, wine products, mainly the grape wine; second, beverage series, mainly fruit and vegetable juice and mineral water; third, health protection products with combined function of nourishment and medical care; fourth, products for convenient use, which is time-saving, good in quality and is portable. 6) Medicine The government encourages to develop plant chemistry medicine, medical duct, medicine made of aquatint lives. 7)) Polyurethane Project The government encourages development of 4.4 products. The emphasis is on the development of the new types of real-like synthetic leather for clothing and polyurethane. Also encouraged is the development of the polyurethane series products mainly for car decoration and their follow-up products. 8) Chemistry The biological chemistry starting from a high point is encouraged, especially the sea chemistry and fine chemistry. 9) Building Industry The development of top grade hygiene instruments, high-level hardware accessories and the high value-added products of the non-metal mineral resources such as graphite and stone, are all encouraged and supported. 4) Tourism Special supports are given to the constructions of the 3 tourist resorts in Golden Beach, Horse Raising Island and Penglai and the constructions of the tourist scenery areas in Mt. Yufeng, Mt.Kunglun and Mt.Luo, etc. 5) Support also belongs to other projects which the State’s law and administrative regulations encourage and permit. VIII.
