Developing goal
From 2003 to 2010, the GDP of Shandong Peninsula Manufacturing Base is expected to increase annually by over 15%. The proportion of the First, Second and Third Industry is to be adjusted as 6:50:44. Increase from manufacturing industry is to account for 94% of the total. The foreign capital utilization is expected to increase annually by 40%. The foreign exchange earning of manufacturing products export is expected to increase annually 30%. Training numbers of large-scale enterprises with annual sales income over 10 billion yuan.
Formulating relative programs
The programs contain an overall program and six sub-programs. Specialized program is constituted by trade program, using foreign capital program, infrastructure program, talents introduction program, traffic development program and individual development programs by Qingdao, Yantai and Weihai respectively.
Overall program:
By 2010, The GDP of manufacturing of the Peninsula manufacturing base is expected to increase by 300 billion Yuan with an annual increase speed of 14%, both of increase speed and economic results are higher than the provincial and national average level. The region finance income is expected to reach 50 billion Yuan, increase by 14% annually. The social undertaking such as Technology, Education, Culture, Physical Education and Health is going to reach the national advance level. Enhancing development potential, protecting the natural resources i.e. land, water, mineral effectively. The atmosphere quality is going to reach the second grade level, the environment of the most suitable habitat and exploration is shaped basically.
Infrastructure Program:
Communication: As one of the major industries, it will boost the peninsular economic increase and structure upgrade. By 2006, telephone numbers of the Peninsular will be updated to 8 digits, sharing the same area code. By 2010, fiber optic cable will be connected into door, fiber optic cable networking will be formed.
Electric Power: By 2010, the 300,000kw, 600,000kw large coal-fired power units and nuclear power units are going to be the main power units, 500kv power network will be the master of the Peninsular power network, 220kv will be the major power network of the cities and districts of the area.
Water Supply: Protecting water resource, reforming management system, supplying enough high quality water for the Peninsular Manufacturing Base development.Industry Development Program:
By 2010, numbers of large corporation companies with outstanding main business and strong competition will be shaped. New technology research and new product exploitation ability are to be enhanced. The technical norms of key products are to be reach or close to the international advance standard. More intellectuality right products are to be invented. The proportion of international advance equipments of the major manufacture enterprises is expected to reach 50%.
Communication and Transportation Program:
Road Construction:
In 2010, national and provincial ways in the three cities are expected to reach a mileage of 5984.4 km, of which expressway 1561.8 km. Realizing 1.5 – hour driving circle in the Peninsular Manufacturing base, the expressways are to be connected to cities, districts, international airports, major ports and large-scale manufacturing base. The driving distance of individual city is within 1 hour or less, “1 hour economic circle” is to be formed in the area.
Port construction:
Construction of Qinghai ports is to be speeded up, the function of the ports need to be even enhanced. By 2010, the handling capacity of the region ports will be over 300million tons and container throughput of 12 million TEU. The Qinghai ports are expected to become one of key shipping center in China and also northeast of Asia area.
Railway Construction:
Construction of Yantai-Longkou railway on the base of Dalailong railway will form a great passageway rimming BohaiSea, and connects the peninsula with the coal base of China’s Shanxi province. The projects of railway and ferry between China and South Korea will form a landing point for South Korea to Eurasia. The project of railway and ferry from Yantai to Dalian in Liaodong Peninsular will form a convenient passageway between the east coast area and the three provinces in northeast of China, even northeast of Asia. Jiaoji (Jiaozhou-Jinan), Xinshi (Xinxiang-Shijiushuo) trunk railways will be connected to enhance communication with Qingdao Port, Yantai Port, Rizhao and the area along Longhai railway.Taocun-Weihai railway will be built to strengthen the connection between the areas in the middle and south of Shandong province with the group of peninsula ports.
Airport Construction:
With the increasing demand, the airport are being expanded, the flights are increasing dramatically. The coordination function of passenger and goods transportation is to be enhanced.
Professional technicians training program:
By 2010, the amount of professional technicians in the Peninsular Manufacturing Base will be 2.48 million with annually increasing 11%, the proportion is 1433 of 10000. The percentage of college and over graduates will be 80%, of which master holders 8%, the proportion of intermediate technical post holders will be 40%, of which the senior technical post 12%.
Financial preferential policy:
The related finance preferential policies will be made to support the Hi-Tech industry development of Peninsular Manufacturing Base, speed up technology innovation and industry structure adjustment, optimize the economic development environment.
Using foreign capital program:
By 2010, the utilized foreign capital of Peninsular area is expected to reach US$20 billion with increasing by 15% against last year, of which manufacturing US$ 14 billion. The proportion of actual used foreign capital out of total industry investment will beincreased. More world top 500 enterprises will be attracted to set up region agency or research center in Peninsular Manufacturing Base. “ Economic Headquarters” are going to be developed. More large foreign projects are to be encouraged to set up in the area.
Enhancing regional trade and economic cooperation
Enhancing the strategic cooperation with the world top 500 enterprises, attracting medium or small sized manufacturing enterprises, developing processing trade and encouraging enterprises of Shandong to invest overseas.
Optimizing environment
Creating a competitive market, managing and living environment. Improving service quality of financial trade, encouraging foreign bank and insurance companies to set up branches, encouraging enterprises to be listed. Establishing various kinds of scientific research centers, trade technology centers, key laboratories and technological developing centers; tightening international scientific research cooperation and communication, completing the construction of professional and technological institute and universities of science and technology; enlarging the scale and improving the level and speed of bringing in and training of in the fields of corporate management, translation, professionals and talents for enterprises. Programming and completing the services of foreign business persons to see doctor, children go to school, and entertainment, setting up the foreigner living community centre, improving the living environment.
Related preferential policies
Foreign-invested projects that fall into the category of the encouraged projects fully enjoy the preferential policies offered by both the Province and the Nation. The policies include lowering the enterprises’ over-head fee and business costs and improving the government’s clear and honest service mechanism towards the enterprises.
